It has been some months since there has been reason to report new developments in the growth of the White Russian organisation in China. It will probably be remem. bered that General Horvath, once governor of the Chinese Eastern Railway

pointment from the Grand Duke Nicholas, in his capacity as head of a world-wide White non-partisan organization, as his representative in China, and that the great major. ity of the numerous White organiza- tions in this country then organized General Horvath as their represen- tative and as the diplomatic agent of the White Emigration in this country. An effort was then initiat- ed to elicit from the several Chinese Governments and from the Diplo matic Body in Peking recognition of the White Emigration as a unit and of General Horvath as its ac- knowledged head.
Letter To Diplomatic Body. Since this effort towards, White Russian unity was first undertaken the purposes of the organization are much more clearly defined as is evident from a recent letter from General Horvath to the Diplomatic Body in response to an inquiry from the Doyen. The best way to present General Horvath's case for the White Emigration is perhaps to summarize and paraphrase this letter which is too long to repro- duce. It runs somewhat as follows: While there was still no treaty between China and the U.S.S.B., a large body of the White refugees in China found employment on the Chinese Eastern Railway, but now that the railway is under Soviet management it is impossible for Whites to get employment there while old employees have been dis- charged.
