On the Shaqai front, however, the 3rd army group under General Chuong Chun is pushing along the Peking-Suiruen Rail- way and has captured Sunfa, while a làte Reuter messäge states that Shanxi raiders appeared 20 miles west af Peking. This ad- vance is putting the Feagtienese leaders in a difficult position, because if they make a determined effort to hinder it, they will of necessity have to weaken their forces on the Peking-Hankow Railway front.

NANKING, May 99th. With reference to the Japanese Government's statement, on May 19th on their policy in Manchuria, the Nationalist Government's reply points out that the responsibility for the maintenance of peace and order in Manchuria rests solely with the Nationalist Government.
The statement that the Japanere Government may possibly be con atrained to adopt appropriate and. effective measures for the mainten- ance of peace and order in Man- churia not only constitutes an inter- ference with China's domestic affairs, but also is a fingrant viols tion of the principle of mutual respect for territorial sovereignty. "Such measures the Nationalist Government can never recognise."
The Nationalist Government hopes Japan will avoid any actions which may impair the development of their amicable relations.

The text of the Japanese statement to the League of Nations Ja published below. As announced yesterday, the Noto has been received by the League Secretariat, and has apparently created a good impression.
The Note deals fully with the incident itself and the events which led up to it, giving full reasons for the Japanese action in sending troops to Tainan and explaining the circumstances which governed the policy pursued by Japan during the course of the trouble...
The suggestion that the incident was caused by the presence of Japanese troops is refuted, and the Hankow and Nanking affairs, where no troops were present, are quoted in support of this conten- tion.
Dealing with the alleged murder and mutilation of the Foreign Commissioner, Tai Kung Shi, the report states that there was re- peating sniping from the building which was later found to be his office. Japanese troops made their way in and killed the snipers, and it is possible that the Commissioner was included in this number. The charge of mutilation is absolutely dented.
