The plan recommended by the Chief of Engineers contemplates maintenance of a navigation chan- nel in the Mississippi from Cairo, Illinois, to New Orleans, not less than 300 feet in width and nine fert.. in depth. The plan for control of surplus flood waters is explained as follows:
"The confinement of the Missis- sippi River within levees and the great development of drainage ays tema in recent years have raised food stages materially and this raising bas exceeded estimates made in the past. Were it attempted to hold the water within the present levee lines by raising them, river stages are possible as much as six per cent. above the present levee grade at Cairo, fourteen feet above the present levee grade at Arkansas City, and ten to thirteen feet above the present grade below Red River. The leveca now have an average height of eighteen feet. The prac tical means to meet this situation is to spill the water out of the main leveed channel at selected
points when the stages reach the danger point. Then it must be a jowed to flow to the Gulf of Mexico through the most efficient natura) drainage basins.
