Az elaborate and comprehensive programing of reconstruction in Awangtung has been drawn up by Mr. Wu Teh Shing, Commis- dioner of Reconstruction, and approved by the Províncial Adminis- tration. This remarkable doenment written,

Chinese consists of over twenty-thousand characters. When it is fully carried out, Kwangtung will become a new provmce, progres- ang, properous and enviable. No other province in China will approach it for chciens transport services, river conservancy, - modern highwaya, wireless telegraphy, aertal navigation, and rail- ways. Everything will be modernized and brought up to date. Should the reforms materialize, Kwangtung will be comparable to a progresive European State." Financially the scheme is perfectly feasible-if no money is spent on military adventures, and there are no "leukuges."!

The ache is divided into two parts. Part one deals with the repairing of provincial highways, telegraphic communications and the three railways of tar province. Part two.deals with the con- struction of more provincial highways, telegraphic communicatione, and a railway connecting Fatshan and Kongmoon, which wall be. an extension of the present Kwang Sham Railway. A stupendous amount of money will be necessary and years of uninterrupted work will also be required.
