I gathered in conversation with naval men, writes the London car- respondent aú the Manchester Guardian, that the brilliant little Achievement by Submarine L.4 near Hong Kong was the sequel to a clever bit of staff work by our naval authorities in China. The aubmarine is believed to have been lying in wait in Bias Bay the notorious pirates' nest some 43 miles north-east of Hong Kong- for just auch an opportunity as occurred. Being well in the lee of the land, her low-lying, grey- painted hull would be almost in- visible in the dusk, and the pirates who were bringing the steamer Irene in to be looted can have had no suspicion of the submarine's presence.
