The state of affairs in Shanghai, owing to the increased virul ence of the Communist propaganda, is becoming increasingly alarm- ing. A Reuter telegram to hand reports the effect of the "serious growth of unrest and of crimes of violence and sporadic strikes." Tramway traffic is at a standstill. and thousands of workers are on strike the vast majority of them evidently intimidated by agitatora.
