Referring to the students' activi ties, Dr. Chen said that some peo- ple questioned the advisability of encouraging the students to parti- cipate in politics. His opinion was that in some directions this activity was a very healthy and progressive sign of the times. Academic debates and an occasion like the present-the celebration of an event which meant so much to their country were legitimate and healthy activities which should be encouraged. (Applause.) The past year had been rather trying. The prospects were so discouraging that many people were asking whether the republican form of Government was suitable for the Chinese peo- ple? With the pros and cons of the question he would not deal; it would be sufficient to remind them- selves that, according to the teach ing of the Chinese classica and the various sages, a ruler ruled through the will of Heaven, and the wall of Heaven was voiced through the will of the people, and as long as a ruter pursued this course, Heaven would not desert him and the
