At the meeting of the Legislative Council to-day, H. E. The Gover nor's dispatch to the British Con- l-General at Canton regarding the pirney of the ss. Solriken was laid upon the table. The facts of the ease are, of course, well known but the dispatch is interesting as showing that offer of friendly e-operation with Canton for the root ng out of the pirates was again made, and that warning was given that punitive measured would be taken in the case of any outrage on British ship. The dispatch reads: Ste.-I have the honour to inform you that the s.s. Solviken, of 1433 tons, regialerrd at Bergen, and owned by the Norwegian Arm of. Messrs. Wallem & Co. left Hong Kong at 8 am, on. 19th July for Saigon, with 500 tons of general enryo. 250 tons of bunker coal and 320 Asintic deck passengers on board. At about 4 am on the next day, 20th July, she was captured by pirates and forced to put back to Biss Bay where she arrived at j2a.m. on 21st July,

a police report on the incts, so far as they can be ascertained as 'pre- sent. It appears that the Master, Capt R. Jentost, Wis seriously wounded, while the 2nd Officer and the Wireless Operator have also been injured by revolver shots.

3. While it is clear that the pirates actually boarded the ship in Hong Kong (and as she is not sub jeet to the pirncy regulations and was proceeding to a port outside the danger zone this cannot be prevented), it is equally clear that the coup was engineered by the Bias Bay gang, since it was to that place the pirated ship was taken And was there the plunder was Janded.

4. I should be much obliged therefore if you would inform the Canton Government, and paquire of them if they are now prepared to accept the friendly co-operation of my Government in a combined operation which will once and for all root out this gang whose depre- dations are even more damaging to Chinese than to foreign interests.
