NATIONALIST GOVERNMENT AGITATED BY REPORTS OF JAPAN'S "NEW POLICY" TOWARDS CHINA.
Judging by the inquiry which Dr. C. C. Wu, in his capreity at Foreign Minister of the Nationalist Covernment, has addressed to the Japanese Minister at Peking, it would appear that Chinese officials have received something like a shoek by the reports now heing circulated to the effect that Japan's policy in China has of late been considerably modified and is now, according to Dr. Wu's statement, more in keeping with what it was at the time of the notorious "Twenty-One Demands" than it has ever heen aine then. It will be interesting to read the Japanese Minister's reply should be deem it expedient to send one to Nan- king's Foreign Office and thus i ore Peking's Waichiaopu.
It is of course much too son to say what is likely to be the outcome of the struggle between the Fengtienese and the Shansi troops. The former, who are stated to have 60,000 in the field, are numerically the stronger, as Shane's army is stated to be 10,000. Besides this 20,000 to the good, the Fengtienese have been able to obtain the services of some 15,000 Mongolian cavalry," by which, form dable addition they hope to recapture Kalyan and probably to give their Shansi enemy an even more serious set-back. Should the Fengtienese capture Kalyan, it is probable that they may be able to put an effective atop to the Shansi-ites progress, but meantime, Kalgas has yet to be recaptured. Reuter informs us that Fengtien oficials at Pekin are preparing to send their. families to Mukden. This step is declared to be "ominous," but of course it may be merely prudent.
HAS JAPAN'S CHINA POLICY BEEN MODIFIED?
(THROUGH NEUTIA'S AGENCY.)..
SHANGHAI, October 7th. Dr. C. C. Wu, Foreign Minister at Nanking, in a despatch to Mr. Yoshizawa, the Japanese Minister at Peking, says that the disquieting reports of Baron Tanaka's positive policy indicate that the Japanese new Government contemplates policy of expnomic and political imperialism towards China, espe- cially in Manchuria and Mongolia.
