An offcis announcement is made by the "War Office of the changes decided upon in the organisation of General Headquarters in the fold in war, and of the War Office in peace and war, with reference to the present distribution of duties between the Quartermaster-General and the Master-General of the Ordnance. These changes comprise:
The transference to the Master- General of Ordnance of the re- sponsibility for all duties relating to military stores (including wheeled mechanical vehicles, ex- cept those" or the establishment of the R.4.S.C. Building stores, tea transport stores, and medical stores are excepted.
The transference to the Quarter master-General of all duties cor- sected with fortifications and works,
An alteration in war organisa- tion by the creation of a fourth Principal Staff Officer at General Headquarters in the fold under the Commander-in-Chief-riz.. a Deputy Master-General of Ord-

The Secretary of State for War has for some time had under con- sideration certain changes in the organisation of General Headquar ters in the field in war, and of the War Office in peace and war, with reference to the present distribution of duties between the Quartermas ter-General.and the Master-General of the Ordnance.
Recent developments in military science, and more particularly the
continuous extension of the use of mechanised transport in, the Army, have shown the necessity of modify, ing the present organisation, which resulted from the Esher Committee's recommendations in 1904, and has remained substantially unchanged since that date. The Secretary of Siate for War has accordingly de cided to introduce a new distribu- tion of duties which will concen- trate under a single member of the Army Council the study of the technical problems relating to mili- tary stores and vehicles, nad will also ensure a more scientific group- ing of the various other duties re- lating to these stores and vehicles.
The main alteration in the war organisation is the creation of a fourth Principal Staff Officer at General Headquarters in the field under the Commander-in-Chief,
Deputy Master-General of the Ord nance, whose responsibilities will be comparable in importance and ex- tent with those exercised by the three other Principal Staff Officers in the field, viz., the Chief of the General Staff, the Deputy Adjut- ant-General, and the Deputy Quar- termaster-General.

They will have a shock on Janu- ary 1st, for on that day they will be asked to pay the whole of the tax on their business premises and pri Schedule A vate houses, technically known as
This tax will be four shillings in the pound on the annual value of the property, and has hitherto been collected in two instalments, half on Jaguary 1st and the other half on July 1st; but next year the Chanceller wants it all on New Year's Day, and no doubt the Inland Revenue will see to it that the taxpaper receives the demand note as his New Year's card.
At the War Office the Master General of the Ordannce will in- future be responsible for all duties, | eiz, research, experiment, design, inspection, provision, storage, issue and repair, other than building stores, gallway stores, sea transport stores, and medical stores..
The Master General of the OrdnanCE will, in addition to the research, experiment and design as regards track and semi-track vehicles at present allotted to him, assume the same duties for wheeled mechanical vehicles. The other duties (pro- vision, repair, de.) relating to behicles will fall to the Master- General of the Ordnance, except sa rezards vehicles on the establish- ment of the Royal Army Service Corps units. For these vehicles' the Quartermaster-General will tinue to be responsible.

Year's Profts,
People who carry on trades or professions, including limited com- panies, have since 1842 been assessed for income tax under Schedule D on the average of the three pre- vious years. In future they will be charged on the actual profits of the previous year, and half the tax will he payable on January 1st next and half on the following July 1st.
Employed persons who receive salaries will also in future be as- sessed on the previous year's earn- ings. This analteration which will be appreciated by the large number of persons remunerated partly by way of commission, especially commercial travellers, for they will be able to make up an account of their exact earnings. after deducting travelling expenses, etc., and be assessed on their actual net income, instead of being assesa- ed on an estimated sum involving subsequent adjustment.
Further, the Quartermaster-Gen- eral will take over from the Master- General of the Ordnance all duties connected with fortifications and works, and will thus become entire- ly responsible for providing accom- modation for the troops, whether by hiring, billeting, camping, or construction of permanent barracks. Immediate Effect.
Manual workers will continue to be assessed each half year, on their actual earnings.
Super-tax payers will not in fature be required to make a separate return for super-tax, as the new surtax which is to take the place of the super-tax will be based on the ordinary income tax return. This surtax will be payable on January 1st following the year of}]
assessment.
The fortunate (1) individual liable for super-tax will, therefore, receive on New Year's Day no fewer than three separate demands from the Revenue, one for the whole of his property tax, one for half his income tax, and the other for the whole of his surtax, this last being based on his assessment for the previous year.
