There now seems little doubt that, the incident near Kalgan, which occurred a few days ago, was much more of a pre-arranged affair than was generally believed at the time of the occurrence. The Peking authorities, even up till Saturday, seemed to be eager to convince others (and perhaps themselves) that the wish was not father to the thought that the Shansi troops had at last set out to attack the Fengtienites in Chibli. All doubt has since been removed by General Yer's announcement and even more by the movements of the Shansi troops. It is quite clear that.
