In a 50-minute address delivered at the weekly tifan of the Shanghai Rotary Club, held jointly with the American University Club at the Astor House Hotel, Senator Hiram Bingham of Connecticut, gave his impressions after four months' tour through various parts of China.
The Senator Bingham spoke for nearly 40 minutes on the merits of administration under the Northern militarista who had, he said. been miscalled "bandits, robbers, stc." He then gave uncoloured facts concerning the deplorable conditions he found in the Yang- teze Valley under Southern administrazion

The murderers of the late Mr. Carl Fischer escaped from their prima at Tainan at 3 am. on the morning of Wednesday, July 27th, according to a telegram received recently at Tsingtao. Director
Chao Chi, of the Kiao Ad Com- mercial Port, has sent a telegram
to the Civil Governor at Tainan in reply, pointing out the pains taken to secure the capture of the two Russian gipsies who carried out the
brutal murder under such callous circumstances, and that, the search for the murderers took months of patient wörk and effort with the "result now show

"The South Chins group felt depressed. I spoke to ore foreign doctor who bad been forced to evacuate and he told me that he did not believe that there was any use for him to go back or that there was any future for his work in China, although he had devoted the greater part of his life to China and most of his private fortune also. This, he said was due to the labour conditions in bis particular city, which was under the control of the Southerners,
These condi- tions were such that the Southern Army rule made it impossible to conduct a hospital, in which work he had been engaged."
For months since the capture and trial of the two murderers, they have been detained in prison upon the most specious and flimsy peal, and the information that one excuses, Appeal has followed ap- of them has a backing of over 840,000, the property of the Gipsy Theft Society of her, has made numbers of people, which he was a distinguished mem- with no confidence in the integrity of Chiness official jurisprudence, feel that the escape of the prisoners was only a matter time. He also told me of his desire to secure aid from foreign countries," said Senator Bingham, "but of course I was unauthorized to do more than listen to his request."
Director Chao Chi has urged. that everything possible be done to secure the recapture of the two murderers. Indications go to show that Bankow is the most natural direction for them to make for now. When they were arrested at Shanghai they were. in the pay of the "communists at Hankow.
