In the Report of the Seleet
Committee appointed to take into
consideration the state of our Commercial Relations with China, dated 12th July, 1847,
it is recommended that a share in the administration of the ordinary and
local affairs of the deland (Houghing)
should be given by some

Municipal bovernment to the British Residents.
