I learn that at present the scheme is to apply to the non-self-govern- ing Colonies, Protectorates and Mandated Territories, but later on the intention is to make it applica ble for the development of the latent resources of the whole Em pire. Some of the expenditure will be met out of funds at the disposal of the Empire Marketing Board, and it is understood that only a comparatively small amount will have to be found by the Colonies. There is no proposal to rush the the plan through, as it will be sub- mitted to the Colonies concerned before it is finally approved by the Government.
Looking Ahead,
