The current Government Gazette contains the draft of Bill intituled an Ordinance to declare and amend the law relating to illegal strikes, to amend the law relating to intimidation, and to breaches of contracts for service in certain special cases, to pro- mote the independence of trade unions established within the Colony, and for purposes connerted with the aforesaid purposes. This Bill is to be introduced into the Legislative Council shortly. The Bill is called for abort." The Illegal Strikes Ordinance," and it is based on the English Trade Union Bill:

The main object of this Ordinance is to against strikes, like the general strikes of 1922 and 1925, which are designed or calculated to, obres the Government by inflict- ing hardship upon the community. It is also intended to streng- then the law against intimidation, and to free Hong Kong trade: unions from the risk of being dominated by organizations out side the Colony. It is based chiefly on the Trade Disputes and Trade Union Bill, which is at presont being considered in the Imperial Parliament, and on certain sections in the Con spiracy and Protection of Property Act, 1876.

Public Services Protected. Sub-section (1) of section 6 is based on clause U (2) of the English bill, the Government of Hong Kong taking the place of the local or other public authority of the Engliali clause. Sab-section (2) of section 6, which is aimed at strikes in essential services which are com menced without due warning, is based on section 4 of the Conspiracy and Protection of Property Act, 1875, but it extends the principle of that section to electricity, to telephone and sanitary services, and to the means of transport by railway, ferry, traia and bus. The English section is confined to gas and water. Sub-section (3) of see- tion is copied from section 5 of the above English Act.
Crown Servants May Not Break- Contracts.
(1) No person who is employed in the service of the Crown under the Government of Hong Kong shall wilfully break a contrnet of service with the Crown if he knows or has reasonable cause to believe- that the probable consequence of his so doing, either alone or in combination with others, would, failing the adoption of extraordi nary measures, be to hinder or prevent the discharge of the funs- tions of the Government.
