CLASH BETWEEN CHINESE AND SOVIET.
CHANG TSO LIN'S STRONG POLICY.
of
HARBIN, April 24th.
that From the moment
the Government announced Moscow their
break intention to diplomatic relations with China, a feeling of great anxiety has been appargat in the Railway Adminis tration oflices, and during the past few days this has become neute.
The Mukden Agreement of 1924 has never been carried out to the full, the Soviet merabers of the Board always delaying the decision of several questions such as parity of servants, division of cash ho
tween Soviet, and Chinese banks
and the question of school control,
Chinese Rightful Claim,
In the agreement these points are distinctly stated and therefore the Chinese have a perfect right to de- mand their fulfilment and it is only the political situation in China which has prevented them from taking forceful action. The Soviet side have been hoping against hope that their friends in Canton would break up the Mukden Government and then the. Soviet would get its own way on the railway. But their hopes seem doomed and are farther away from realization than ever, and there is no reason why the long delayed Board meeting should not take place.
The sudden change in the situa. tion in the south and the consequent risc in power of Marshal Chang Tso Lin gives the Chinese side the longed for opportunity to settle all outstanding railway questions. The President, Me. Yui, and the puwer- ful Governor of Teitsibar, General Wu, are both at present in Peking, discussing how to settle railway matters with the Soviet once for all, and they are expected back in Harbin this week when they are What this sure to take action. action will be is not certain, but already
