Not only did the Shanghai Chinese, who held a mass meeting on Labour Day, pledge themselves to support the Nátionist Government and the Kuomintang at Nanking, but evidently they decided to send a deputation to the Shanghai Consular Body. Their object was to request the Consular Rody to withdraw martial law in the Concessions, evacuate foreign troops from Shanghai and to abolish all barbed wire surrounding the Conces- sion borders." If the deputation nefually met the Consular Body it would be very interesting to know precisely what was thought of such ingenuous requests.

The series of war bonds, enid to amount to 870,000,000, floated in Shanghai by Chiang Kai Shek, is repudiated by Noribern generals, and they have warned the Shanghai General Chamber of Commerco do that effect.

Addressing the Pan-American Commercial Conference here, Mr. Hoover severely criticised the prin ciple of nations borrowing money for armaments or any other kind of unproductive enterprise. He do clared that no nation should borrow money or permit its citizens to lend money to foreign countries un- less the assurance were given that it would be devoted to productive enterprise.
