STRIKING SPEECH BY H.E. THE

GOVERNOR.

The annual meeting of the Hong Kong General Chamber of Commerce held yesterday afternoon at the City Hall was notable for a magnificent speech by H.E. the Governor.

Sir Cecil Clementi welcomed the opportunity of expressing publicly his admiration of the dogged determination of the mar. cantile community of Hong Kong in spite of the situation in which for no fault of their own-they were placed. "We are quite determined," said His Excellency, "to have no Bolshevism in this Colony. Nor shall we permit our coast- wise shipping to be preyed upon with impunity by organised piracy." The late Mr. Ho Fook had been member of the Chamber for thirty years. He was Compradore. to Mearss. Jardine, Matheson Co., Ltd., for a quarter of a cen- tury and he devoted a great deal of time to matters connected with the welfare of the Chinese Com. munity. He was also a member of the Legislative Council for four years.

We have thus lost during the past year three of our leading citizens whom we can ill afford to spare in the critical 'time through which we are passing, and on behalf of the Chamber I wish to express to their relatives the deep sympathy of the Chamber in their recent bereavement.

Shanghai Defence Forca. When we last met there was reason to believe that an early termina- tion of the boycott, which had been in force for nine months might be expected. Unfortunately, this proved to be incorrect and it was not until October 10th that it was lifted. Even then there was consider. able misgiving as to what the future had in store, but business conditions have very materially improved since that time and there more confidence amongst the Chinese merchants. But the purely local situation in South China has been overshadowed by the develop- ments in the Yangtse Valley following on the success of the Nationalist Government's Northern Expedition. It is not my intention to dwell on the political situation and the recent events which are fresh in the minds of us all, but I do wish to say how very much we appre ciated the action of His Majesty's Government in sending out in the nick of time a strong force to de- fend the Settlement in Shanghai against possible attack from any quarter. (Applause.) The News from Canton and the country districts of Kwangtung is of special interest. A general strike was called by the extremists as a challenge to the militarist government, but the reply was swift and drastic..

On the Yangtsze the developments are no less important. Chiang KaiShek has strengthened his position at Nanking both politically and militarily. His Forces have prevented the Northerners from crossing the Yangtze, the Shanghai bankers have offered him a loan, and there have beca important defections from the Hankow Government.
