The new factory regulations, made by the Governor in Council under the Factory (Accident) Ordinance, 1997, Ordinance No 3, of 1937, pro- vide that every factory accident of a serious enough nature to keep an employee away for three days is to be reported to the Secretary for Chinese Affairs, a further report being made if the mishap proves fatal. It also provides for the pro- per facing of all moving and dan gerous plants.
