The present Bill aimed at making what was actually sedition or blas phemy a matter for summary juris- diction instead of being dealt with by the cumbrous method of indict- ment.

He thought the Government had come to a right decision to allow A free vote of the House. The second reading of the Bill was car ried by 213 votes to 53.
