Wo give below the full text of the Agreement signed by Mr. O'Malley and Mr. Eugene, "Chen on behalf of the British and Nationalist Governments respectively, under which the British Concession area of Hankow will in future be governed. and Chinese are to share responsibility.

A fait comment is contained in the following passage from the North China Daily News,, which, in the course of a leading article, states Taking the Agreement and Municipal regulations as a whole, everything, depends upon the spirit in which they are carried out,
If the Chinese are genuinely desirous of that co-operation they have so often preached, no great harm need result. It otherwise, then there is ample dope for unscrupulous -lining of pockets and the glory of Hankow has departed. Unques tionably the British Government is taking a big risk. The Agree ment will give, the 'Chinese' the opportunity of showing what they can do both to carry out the undertakings given on their behalf both in spirit and in letter, and in the practical work of Municipal administration. On Great Britain's side the Agreement may fairly be described,-when we remember how patiently she has endured the calumnies and outrages" of the past two years, how easily she might have punished them-as the noblest gesture of friendship ever offered by one nation to another. Let us hope that, spirit will be reciprocated as it should
