In consequence; large numbers of these men were now applying to the Hong Kong Government for land in Kowloon and the New Territories, where, being under British control, they were assured of known and limited taxation..

The economic question in this city might be warded off for a very long time, but on the other hand it might well become a vital issue in the near future.
