It may not be generally known that, at the. present time, the privilege of practising in Hong Kong as a local architect, or civil engineer engaged in constructional work, is limited to a select few,

When we come to consider the problem of qualifications we find that all professions require that any one who wishes to practise must have some sort of a qualification.
