BRITISH OFFER TO CONVERT THEIR HANKOW
CONCESSION INTO A FOREIGN SETTLEMENT.

UNANIMOUS NATIONAL APPROVAL OF HOME GOVERNMENT'S ACTION...
MARINES AND WARSHIPS NOW ON THE MOVE,
The Britlah Press generally and particularly the Landen Press continue to comment favourably on the British Govern- ment's action regarding British Interests in China What is being done is not actuated by anything approximating & spirit of hostility, but maroly with a view to indicating clearly that if need be mob fury directed against British lives and property will mast with the only proper sort of retaliation.
It is authoritatively stated that Mr. O'Malley's position has been strengthened by his powers being more definitely deinad. We are told that he has been authorised to agree to the British Hankow Concession being converted into a Foreign Battlament, on the Municipal Council of which and on similar other local bodies Chinese ratepayers should be represented. This, of course, is a great concession, ay foreign settlement,
being primarily intended for foreigners, Chinese there are *** obviously guests, This has always, very properly, been the view held with "regard to the International Settlement of" Shanghai,
So far, nothing is known as to how the so-called Fation- alist Government views the action of the British Government, Probably, they are awaiting the "considered opinion" of.. Comrade Borodin. Very likely the discussion between Mr. Chan and Mr. O'Mallay will shortly be resumed, when prob.. ably it will be found that the Nationalists will not be quite so arrogant as they have been for far too long a period.
Meanwhile the defence of Shanghai is occupying the united attention of the Powers interested, and it is certain that be- fore long both the International Battlement and the Conces- zion Francais will be practically impregnable. Whatever hopes the motiey mob may have had of 'pushing the foreigner into the cocoa-coloured water of the Hwangpu, such may now be com pletely laid aside among those things that might have been but are not at all likely to be row.
It is pertinently pointed out that the Kuomintang leaders still have an opportunity to show what they can realise by way of constructive statesmanship rather than by following foolishly the dictates of irresponsible and blatant Bolshevism. Everything points to a very lively state of affairs shortly prevailing in China, particularly in the event of the Kuomin tang leaders falling to realise the opportunity that now pre- sents itself of treating the British as they should be treated.
