Evidently, at present, conditions, both at Harkow and lukiang, are much the same as they have been since the Kuomintang extremists goaded the mob on to violence.
In both places, the British have been temporarily eclipsed, and the Kuomintang flag, it sens, waves proudly over some of the public buildings. Business is practically at a stand
still.
Meantime, the Municipal Police are again functioning, but are unarmed; while the Kuomintang Police are also on duty and armed. A circular has been distributed among. the Sikh members of the Municipal Police significantly informing them that they also belong to an oppressed race," but that they themselves will be looked after by the Nationalists.
