His Excellency the Governor (in the absence) of a carriage, stated that they would willingly bear half the burden of the necessary expense for the security of the town, could the desired project or any portion of it be executed. To this plan His Excellency acceded. I proceeded to estimate the quantity and value of the work during and after the hot summer months, finding that the Government was unable to meet the expense.
My health at that time was such that I could not undertake the necessary additional work myself, being already overburdened by the existing workload. The subscribers, being naturally anxious about the glare of the sun and the subsoil drainage, requested me to inform them of the means of taking exercise which was necessary for their health.
