Reference has been made to the steps being taken by the Provincial Govern Mr. Chang Ching Kiang, acting Chair-ment of Kwangtung to control the Labour man of the Kuomintang in Canton in the Unions. absene of General Chiang Kai Shek, left Canton for Wachang by the overland route on Wednesday.

Mr. T. V. Soong, a brother-in-law of the late Dr. Sun Yat Sen and Kuomintang Minister of Finance, is expected back in Canton sometime this or early next week. He is returning from Bankow by aero plane.

The Kwangtung Provincial Government bas issued proclamation prohibiting strikes without notice in organisations in- volving military supplies, france, com- munications, public utilities and necessi- ties.

The following is the notification issued by the Government on Wednesday:—
