in some degree at least remedied by the accuracy with which my Accounts were kept under very trying & difficult circumstances, which I cannot think were more fully represented to Lord Stanley or otherwise understood by the Gentlemen in the Colonial Office – otherwise I should not have been deprived for the last four years of that improvement after labouring considerably with reference to the licence, a thing unexampled in the determination of the public expenditure on that Station.
