Ca go entered into the Colohy during the 24 hours ended at 9 ́a.m. yesterday, showed a slight increase over the previous day's returns: There were a total of 7,132 tons of general merchandise im- ported into Hong Kong, out of which 2403 tons were carried in British, vessels The best returns, however, were register ed by the Prominent (Norwegian): from Saigon, which brought 2,200 tons. The Prendent Taft contributed 1,304
tona.
For parts beyond, there were 18,321 tons of general cargo on vessels passing through Hong Kong during the period under review, out of which only 500 tons were manifested on British vessels. The Adrairal Oriental Line's steamer Eclipse from Philadelphia and Newport had. 6,000 tons on board, and 3,319 tops were on the Japanese steamer Sanuki Mart, from Yokohama and Moji. The Presi dent Taft also carried 3,444 tons from San Francisco and Shanghai for ports

From the very hour that the Singapore Base scheme was mooted, writes a corre spondent of the China Express & Telegraph, I pointed out the futility of such a base unless it were constructed to AMOT.B'HAL & N. There was one there previously-at-least on the China Station-and why not again, seeing how paramount are British in- terests over such a tremendous area' and to which, at least two naval Powers are making dominant claims.

Be it noted, the steady trend_of opinion, vis, that the East Indica Squadron Eased on Trincomali-the new- old base in Ceylon-and the potential scheme to base the reorganised Royal Indian Navy on one of the Andamana is simply part and parcel of the Sings pore scheme. Anything affecting the China Station must of necessity affect the East Indies Station and vice versa, and certainly there is very much to com- mend the idea of making Trincomali & subsidiary base to Singapore." In view of these circum- stances and the fact that the carrier had full information of the shortage and the extent thereof at the time of the discharge and certified the same, and in view of the nature of the claim, which is not for damages or injury to cargo but for short delivery; we are not prepared to hold that the provision of the bill of lading prescribes a con- dition precedent, the failure literally. to comply with which should defeat re- covery, or that the claims which were made were insufficient."
