VICTORIA DIOCESAN ASSOCIA- TION " AT HOME."

A most delightful reception, both socially and intellectualy, was given by the Victoria Diocesan Association Com- mittee on Monday afternoon at the Helena Way Institute:

...

The guests were received by the Bishop and Mrs. Doppay and thereafter they were provided with a sumptuous tea, the arrangements of which were in the cap. able bands of Mrs. . D. R. Black and her helpers.

Considering the inclemency of the weather there was an excellent attend-

ance.

About 150 people were present, amongst whom were noted Lady Clementi; Mrs. W. T. Southern, Lady Pollock, the Hon. Mr. and Mrs. H. T. Crensy, Ms. Lam Woo, Miss F. C. Woo, M.B.E., and many other well known members of the V.D.A., belonging to the British and Chinese community.

· CURIOUS LOTTERY TICKET CASE.

MAGISTRATE ORDERS

ADJOURNMENT.

When a Chinese youth was brought before Mr. R. E. Lindsell yesterday morning at the Central Magistracy, on a charge of having in his possession a quantity of lottery tickets, he said that n friend put the lottery tickets in his pocket for a wager. He would be paid 910 if he escaped arrest while he had the tickets on his person.

His Worship mid that it was a clever story, but not good enough. Unless de- fendant could find his friend, he would have to pay a fine of $50.

After defendant had left the Court his Worship, asked Inspector Grant whethor a reward was paid to informers in cases such as this, adding: “It has occurred to me that it may be a plant. Is there * previous conviction against this youth p

Insp. Grant: No, Your Worship.

Case Re-Considered,

Mr. Lindsell ordered the defendant to be brought back into Court. In reply to the Magistrate defendant said that his friend's name was Ho Wing; he was a basket-maker by trade, but he did not know where he lived.

His Worship: Do you suggest that he gave you these tickets in order to let him have a "reward for informing Yes.

His Worship: And yet you call him your friend There has been no trouble between us.

His Worship: Would you do that to a friend I would not.

After examining the Chinese detective who effected the arrest of the defendant, Worship adjourned the case until Saturday morning.

The Bishop, having explained the cb jeats of the V.D.A, introduced Miss Shin, who spoke on the Industrial Cen ditions in China. Miss Shingave a sound, practical, common-sense address. in the course of which she said: China as you all know is an agricultural coun try, for about 80 per cent of her popula. tion is rural. She has tremendous latent industrial resources and her industrial re- volution can be said to be just beginning. During the last 20 or 30 years the modern industrial factory, system has been deve loping very rapidly. Modern factories have been springing up almost all over China, especially in cities like Shanghai, Hankow, Chefoo, Canton and other places, where there is railroad or other transportation. The factory system has attracted a large number of people from the farms to the industrial centres, You, who understand how difficult it was for the workers in Europe a hundred years ago, to adjust themselves to the introduc- tion of machinery, will be able under. stand the dignities of adjustment to day in China. Industry can be made a bless- ing to any country if it is run in the proper way, but I am not sure that in dustry has been of service to mankind in China, because it has brought with it many of the industrial evils that were found in the West about 10 years ago. It is encouraging to know that some twe

three hig finns, nothly Jardines, have set up a high standard ard for the employment of child labour. No children under 12 are employed and I sincerely trust that other factories will follow the same example I have visited several factories in Hongkong and found no child labour, as they are not allowed to employ children under the age of 12. This was done before the Shang hai firms took the same steps. (Ap- plause.) We hope it will be copied by many other firms who are public spirited." I think you will be interested to know what the Church has done towards indus- trial reform. From time to time some efforts have been made by the mission- ary or some other organisations to heip the workers, bus only during the last 5 or 6 years bas it been done a a fundamental and far-reaching way. A few years ago, some of the employers both foreign and Chinese came to the Chinese Y.L.C.A. to help because they

At the conclusion of the meeting more than forty persons gave in their names as being desirous of joining the Victoria Diocesan Association, while some "fity gave their names as desirous of visiting the Diocesan Boys' School on December 2nd when the new buildings are të bẹ inspected.
