LONDON, October 3rd. I learn that Mr. Krassin, the Soviet emissary who is in London

loan, is mission designed to raise engaged in the difficult task of sounding banking and industrial magnates in the City. He has had talks with Sir Austen Chamberlain, and it is understood that the Foreign Minister suggested that he should find out what the business world has to say to his proposals. A couple of years ago. it may be recalled, M. Rakovisky did his level best on behalf of Moscow. to win over the heads, off great undertakings, but he made no head way as the banks were all against him. It is asid that opinion is not now so bostile to Russia and M. Krassin has his chance; but the best opinion that have been able to consult considers that he will not succeed.

There are two lions in the path of any representative of the Soviet Government who comes to London to talk about a loan. One is that it is understood here that "Moscow still insists that Russian
