Government Circles not Optimistic.
Too much optimism is not displayed in Government circles: it is agreed that the rainers miners' leaders have made a considerable advance towards the pos sibility of a settlement. It is considered unlikely that all the miners' conditions will prove acceptable, but the proposals will, it is thought, prove a practical basis for negotiations.
Sir Arthur Steel Maitland, Minister of Labour, speaking in Bootle last night, said there were two things essential for a settlement. There must be agreement in the different districts. Although the districts came to settlements by them selves, he thought there ought to be cer tain general or national principles which should be a sort of skeleton embodied in all the different districts so that the different settlements might be comparable with one another.

PERING, November 7th. Considerable comment has been aroused by an announcement that Russia has sent $800,000 to Peking for the High Schools in addition to $200,000 seat recently. It is understood that the money is derived from the Boxer indemnity funds.
It will be recalled that some colleges did not open this Autumn and another was recently closed, owing to a teachers' strike due to their receiving no pay. It is believed that the schools will now be enabled to roopen.

LONDON, November 6th, The steadily increasing number of miners resuming (at present 300,000 work- ing), together with the mild weather has mitigated the effects of the coul stoppage during the past week, in which unemployment has diminished by 4.000 but nevertheless still exceeds 1,500,000.
A disquieting estimate of the cost of the stoppage was given by Mr. Walter Runciman in a speech at the Chamber of Commerce, Liverpool, namely, between £218,000,000 and £270,000,000 of which textiles accounted for £28,000,000.
On the other hand capital issues to October 31st totalled £205,000,000, which is £11,000,000 above last year.

Some of the above-mentioned crimes are punishable by 15 to 30 years' solitary con- finement, whilst instigating such crimes by means of the press, or their condona tion, is punishable by salitary confine ment of from five to 15 years:
