has issued no anouncement regarding restrictions on the validity of rubber ex- port rights in Ceylon and Malaya, but it is understood that, with the approval of the Secretary of State for the Colonies, the Government of Ceylon and Malays intend to modify the present policy fron February 1st, 1997, in order to limit the validity of export rights to a period of three months following the expiration of that period for which they are granted.
