That the typhoon weather was still retarding the arrival of a number of vessels was shown by yesterday morning's shipping statement. Uncle Sam's income and expense, past, present and prospective.

After supper, President Coolidge and Representative Madden settled thein- selves before a log fire and pored over the sheets of figures to determine how much the Government can afford to ex- pend in the fiscal year of 1923 and still lay something by for a rainy day.

Then it transpired that the astute ap- propriations chairman had brought with him a new little plan for the further re

duction of Federal taxes in 1923.

Madden called the attention of the Pre- sident to an item of income on one of his sheets of figures: Payment of in- terest by foreign astions on war debt amounting $150,000,000 a year at this

time. This interest payment, which is steadily augmenting, is being devoted by Secretary of the Treasury Mellon to the retirement, of Liberty bonds.

Debt Betiramant.

Mellon is doing this arbitrarily, without The the express direction of statute.

law merely prescribes that the payments on principal of the war debts shall be devoted to retirement of our debt. The payments on principal now aggregate about $50,000,000 a year.

Madden pointed out that the 8130,000,000 of war debt interest can be used under the law to pay current expenses of the government instead of to retire Liberty honds. I so used, the government would not need to raise that amount of revenue and could reduce taxes to that extent.

Whether it is wise to continue the pre- sent practice was a question raised by Madden. He showed the President how our national debt, "exclusive of the amount owed us by Europe, will be dis charged in about 20 years if we continue to use interest as well as principal pay- ments to retire Liberty bonds. It will not be many years before the interest payments by Europe will aggregate $360,000,000. After our debt is liquidat- ed, these huge foreign interest payments will pile up in the treasury, constituting a temptation to Congress to extend ex-

rise and inquire why they should con- tinue to pay a creditor with an over- flowing treasury.

"Madden suggested that a wiser course would be to postpone eventual liquida tion of our debt a decade, perhaps, and use the foreign interest payments to re-i duce taxes, thereby giving this generation the benefit.

Coolidge took occasion to pay a high tribute to Madden, pointing out that while the President and General Lord prepare the budget, it is up to the chair. man of the appropriations committee and Congress to pass the appropriations and attributing to the wisdom and experience of Madden the success of the budget system.

Discussing the views he had given the President on budget matters, Madden took occasion to utter a warning against reduction of the tariff.
