The Fortnightly Price Current and Market Report, published by the Hong- kong General Chamber of Commerce, states:

The story as given to our representative is a most interesting one, and fills in the blanks, so to speak, which our previous reports on the Wanhsien episode of neces nity showed. In connection with, the seizing of the Wanhsien he heard that the Captain had declined to pay Fang Sen's dues because ca a previous trip be had carried Yang Sen's soldiers as pas sengers and no payment had been made. This is the story current in Wanhsien. On the Captain's refusal to pay, 200 men were put on board, and after that episode the Commander of H..S. Cock chafer took steps to try and insure the safety of the officers and men. This oc- curred on Friday, August 27th.
