The following thoughtful review of the situation in China by Mr. H. W. Looker, M.P.. which appeared in the Sunday Times of August 22nd, "will be read with interest by all Hongkong residents. For over 4,000 years, prior to the Revolution of 1811, and for many cen- turies while the rest of the world was gradually emerging from barbarism, Chins had an Empire, a culture, and civilisation of her own, a social system, and a code of moral and religious prin- ciples unimpeachable even in the present day. Ruled by an Emperor shrouded in an atmosphere of mysterious divinity, whose decrees, it was impious to disobey, she had continued her unchanging; way without heed to the world outside, and with no desire to come in contact with to her the foreign barbatians re presented an ignorant, an uncultured and an inferior race whose ways she neither understood nor desired stand.
