THE BOYCOTT "RUMOURS.

HOW THEY ORIGINATED.

CANTON'S NEW POLICY OUTLINED,

MR. EUGENE CHEN'S LETTER TO THE BRITISH CONSUL.

4.

Rumours were currén: in Hongkong on Sunday that the boycott ́ would be over in three weeks. Similar rumours have been circulated before and it were better that, too much attention should not be paid to them until it is established, beyond doubt, that they have some solid basis. We made enquiries in official quarters "regarding the situation and were informed that there was no change. Our own information is that more pickets than ever before are now being trained in Canton. That does not point to any immediate cessation of the commercial disorder. While the pickets remais the boycott can never be settled.

The basis for the recent rumour was a letter addressed by Mr. Eugene Chen to the Acting British Consul-General in Canton. The exact terms of the letter were not to hand on Sunday and, therefore, no comment could be made upon them. The letter was issued officially yesterday and we refer to it in our leading article to-day. Note should be made that it is headed Republic of China Nationalist Govern ment. If there were a stable and truly representative" Government in the Republic of China the letter would be of considerable importance. In present circumstances merchants would be well advised not to place too much reliance upon it. Is is as follows:

THE BRITISH CONSUL'S PROTEST.

BARBAROUS TREATMENT OF MR. SIM KYE LIM

IN SWATOW.

SCOUNDRELS IN THE GUISE OF STRIKE PICKETS

W

The facts regarding the seizure and ill-treatment of Mr. Sim Eye Lim. a British subject in Swatów, have already been fully recorded in the Daily Press. In our issue of September 9th we published Mr. Sim Kye "Lim's sworn personal statement which described, in full detail, the barbarous methods used by the Strike Pickets. Concluding that state- ment Mr. Lim said:

"I wish to place on record for the information and guidance of all British, subjects of Chinese race my emphatic protest against the way in which the strikers were permitted by the British Government to treas me."

As will be seen from the letters below the British Government has protested vigorously. But where there is no Government, or where strike pickets are allowed to override Government, written protests are of little avail.
