A Swatom correspondent writes: The report of the secret proceedings of the General Strike Committee was regarded as of such importance » that one of the members copied the original minutes and circulated them in pamphlet form among his friends. One of the latter supplied me with a copy which I bave had translated. Here it is:

Regulations Concerning Blockade of British Subjects.
(a) All communication to be cut off. (b) No provisions to be supplied. (c) No servants are, allowed to be employed by British subjects.
(d) Stoppage of buying and selling from and to British subjects..
(e) Europeans other than. British will be supplied with permits. If any national of a neutral country is found to have intercourse with the Britishers. h will be dealt with as an enemy subject.
(.)-Communication to be Cut off.
No rickaha puller, sampan-man or coolie is allowed to serve, the Britishers. If any such person makes a breach of this regulation, he will be arrested and handed over to the General Strikers! Inion to be put in jail for one year with hard labour. His ricksha, samgan, &c. will be confiscated.
(b) No Provision and Other Utensils are to be Supplied,
No provisions are to be supplied to any place visited by a Britisher, such as private residences or merchant's offices, members of crew from the man-of-war or the Running Dogs (ie. Chinese Bri- tish subject). No Chinese individual or merchant is allowed to supply the Britishers. If any person infringes this regulation, be will be fined $3,000 or put in jail for three years with hard labour. He will be disgraced in public for three days.
(c.)-Stoppage of Servants.
No Chinese is allowed to be employed in the dwelling house or office of any Britisher or Chinese British subject. If any one violates this regulation, his pro- perty will be confiscated and he will be thrown into jail for three years with hard labour. He will be disgraced in public for one week. Any Chinese in the employ of the British man-of-war must quit within one week and return to his Fatherland. If he persists in remaining at post, enquiries will be made about his property which will be confisented and be will not be allowed to come on shore.,,
(d)-Stoppage of Buying and selling.
The merchants and people in the town are not allowed to buy from, or tell to, any Britisher or Chinese British subject. If any merchant is found to have any dealing directly or indirectly with the Britisher or Chinese British subject, his shop will be sealed and the contents thereof will be confiscated.

Anyone who goes down to Hong- kong to work will be put in jail for three weeks.

3. Anyone, who is ignorant of this. regulation and goes to Hongkong, will be put in jail for one week.
4. If anyone goes off to a Hongkong steamer to see, his friend, he will be re- leased at once after he has been caught.. provided that he can give substantial proof. Amendments,
The different societies in Swatow, in
order to make the blockade against Hong- ong and Macao more stringent, have made amendments to existing regulations.
Any goods, which have been seized, if found to be similar to the samples kept by the Examination Bureau as regards design, measurement, weaving, etc., will be treated as enemy cargo.
Goods on board a steamer, arriving here in Hongkong and Macao cannot be landed, but will be allowed to be taken back by the same boat. If the goods have been landed, same will be released to the owners on payment of a fine of 50 per cent. ad valorem.
Hongkong goods with or without sign of Hongkong origin, cannot, be imported into Swato directly or indirectly i imported same will be confiscated.
Goods produced or manufactured in any British territory, colony or possession will not be slowed to be imported into Swatow or re-exported from here. With the exception of provisions other goods. Hongkong and Macao. can be re-shipped to other places except
