GENEVA, September 3rd., The Committee investigating the future composition of the Council of the League of Nation's unanimously passed its repressed anxiety. port to the Council and adopted a special resolution submitted by Viscount Cecil recording the effects of the Committee to give satisfaction to Spain by facilitat ing her election to a non-permanent seat through its recommendation to create re- eligible seats on the Council which would enable the holders to remain members for an indefinite period, limited only by their ability to retain the confidence of their fellow-members in the League.

QUESTION OF TENURE...

M. Motta, the President, in- speech terminating the labours of the Com- mittee, said the admission of Germany into the League with a permanent sent on the council was now, beyond doubt. He hoped Brazil would eventually return to the League.

So far, nothing has been heard from Spain as regards her future attitude to the League.

Paris newspapers fear that the League, will henceforth ba dominated by Germany.

The report states as regards Poland that the Polish representative, while not desiring to obstruct unanimity on the whole scheme, felt he must make reserva- tions to the article relating to qualifica. tion for re-eligibility.

The Chinese representative declares that he supports the claim of Spain, while reserving the right to again submit China's claim to a permanent, seat D soon as circumstances permit.

GENEVA, September 3rd. The Council this afternoon debated w report by M. Urden (Sweden) on the work of the Mandaies Commission.

At the June session M. Briand (France), General Smuts (South Africa) Count Ishai (Japan), Sir John Bell (New Zealand) and others agreed with Sir Austen Chamberlain, who strongly ob jected to the proposal of the Commis sion to address a questionnaire to the Mandatory Powers dealing with the ad. ministration of the mandated territories and the Commission to hear verbal peti. tions from the inhabitnats of the man- dated territories.

Sir Austen Chamberlain stigmatised such a questionnaire sa inquisitorial and upposed the Commission's bearing of ver- bal petitions without first hearing the Mandatory's observations therennent.

The general opinion of the Council was that the Mandates Commission was ex- ceeding its powers as regards supervising the administration of the mandated ter-

GERMANY'S SEAT.

GENEVA, September 5th. The Council agreed, in secret session, not to need further enquiry regarding Germany's eligibility. All that now re- mains "is that the vote of the Assembly, which will be taken on Wednesday, after which the Council will resolve to give L permanent seat to Germany and ask the Assembly the same day to add three nou- permanent seats to the Council

It is anticipated that the German delegates will leave Berlin in time to arrive for the official welcome on Friday.

THE LEAGUE COUNCIL IN

SESSION.

GENEVA, September 8th, The Council of the League, in plenary public session, have unanimously adopt- ed the report of the Re-organisation Committee, presented by Baron labii and have approved of the resolution designat- ing Germany a permanent member of the Council, as soon as she enters the League.
