EDUCATIONAL REFORM IN
CHINA.
SUN CHUAN-FANG'S ORDER.
GIRLS AND BOYS NOT TO STUDY TOGETHER IN MIDDLE SCHOOLS.
(driatic News Service)
NANKING
The Director of the Kiangsu Bureau of Education has issued a circular in- struction to all schools and colleges throughout the province, stating that Marshal Sun Chuan-tang has ordered the reform of the educational system of all districts in Kiangsu He points out that in former days the educational system in China was highly admired by foreign Powers, but of late, under the cloak of "Western enlightenment," deterioration has set in, undermining the principles held for thousands of years in China and destroying the moral standard of the "youths of the country.
The Marshal has therefore fixed the following rules:--
MILLIONS SPENT ON DRUGS. HEALTH MINISTRY MAY ACT TO REDUCE THE AMOUNT.
INSURANCE WASTAGE.
Ender the Insurance Acts between £2,000,000 and £2,500,000 a year is being. spent on drugs.
Sir Walter Kinnear, Controller of the Insurance Department of the Ministry of Health, quoted these figures in address- ing the High Court of the Ancient Order. of Foresters at Birmingham. increasing every year, and the Ministry The expenditure on drugs, he said, was satisfied that there was a considerable wastage of money. Valess there was some that expenditure he diminution in thought it would be necessary to make fresh administrative arrangements.
He was convinced that the timely treas- mens of many members of the Order in convalescent homes located in healthy surroundings would be of more value to those members than all the drags in the British pharmacopia.

Sir Walter also referred to a resolution 1.The co-education system shall be tabled by the executive council, strongly strictly prohibited in all the middle supporting the proposal for an immediate schools. In the elementary schools and extension of inedical benefit to universities, however, girls and boys may specialists advice and treatment for in-. study together, because the students insured persons at their homes or at certain the former are too young to require any centres.. distinction, while in the latter they are old enough to control themselves. I foreign universities the co-education system is almost universally adopted, And, therefore, Chinese may do the same.
2.The reading of the classics of the sages is to be introduced in all the schools and colleges, because they teach moral reforms, management of political affairs, etc.
Why, ho asked, "should our fifteen million insured persons not be entitled to the fullest medical and consultative skill which can be got by the rich man who pays for it in Harley-street! What will it avail us if we provide false teeth, glasses, and convalescent homes for our members if at the greatest crisis in their lives the skill and knowledge which may make all the difference between life and death is lacking 7
-Chinese classical writings shall be cucouraged In the elementary schools, The Insurance Act is not a charity. our members should where the students are unable to grasp We do not Icel the mystery of the classics, the colloquial simply always have to go to the hos language may be taught together with pitals' the classics; but in the middle schools classics along shall be taught, so as to make the students good Chinese writers.
4-A improper novels shall be strictly prohibited among the students of all
lasses.
3-The lecture halls of all the districts shall be greatly reformed. These balls have been seriously neglected, and much money has been wasted.
The local authorities are instructed to effect a reform without delay.
ALICE MEMORIAL HOSPITALS.
FINANCIAL STRINGENCY," THE FORTHCOMING CONCERT. Last week meation was made of the Alice Memorial and Aliated Hospitals and some information was given about the beginning of the work.
At the very beginning Christian Chinese and missionaries of the London Missionary Society, particularly the late Dr. John Chalmers assisted, and when. Sir Kai Ho Kai built, the Alice Memorial Hospital, the London Missionary Society was asked to provide the Medical Super intendent, which they agreed to do. Several doctors have acted in this capa- city and many local doctors have given willing assistance.
The L.M.S. was later asked to provide A matron, and to this they also agreed, bat they felt that this was all they could afford to do in connection with the work in these Hospitals.
The local community has borne the burden of this charitable enterprise for these many years, taking a growing share of the financial responsibility as the demands of the work increased.
The intimate relations of the Hospitals to the Chinese philanthropic community were strengthened when the Chinese Public Dispensaries were formed, and for many years the medical and other supplies of the Dispensaries have been issued through these Hospitals.
A few years ago a new constitution was formed under which the local Com mittes and Executive of the Hospitals have full control and management of the affairs of the Hospitals, and are respon sible for all funds required for the work except those guaranteed by the L.M.S.
Sir Walter mentioned that. £2,000,000 a year would be available for denta treatment.
