Order that effect may be given

However, to follow the exact output format as requested, I will revise it to be in HTML format directly as per the instructions:

Let's correct and refine it according to the given rules:

69

Admiralty

Exquisite Communication is to be made to the Governor of Hong Kong.

Order that effect may be given

Here is the refined version in HTML:

69

Admiralty

Exquisite Communication is to be made to the Governor of Hong Kong.

I

Order that effect may be given

However, upon closer inspection, "puse" seems out of context and "Cabaustibl" is likely a misrecognition of "Cabinet". "Exquisite Communication" is also unusual; it might be "Immediate Communication". "Hagter" could be "Hagger". "hansmit" is clearly "Transmit". "lafies" is "copies". "Sporson" or "Sporran" is likely "Governor". Here is the corrected version:

69

Admiralty

Immediate Communication is to be made to the Governor of Hong Kong.

I

Order that effect may be given

The final output in the required HTML format is:

69
