GIRL'S ORDEAL IN THE ALPS.

SURROUNDED BY FOUR DEAD COMPANIONS.

VIENNA, July 23th. A Viennese girl named Lucker, aged the only survivor of a party of tive Fraulein Lucker and four men- who were caught in a snowstorm on the. Wiesbachhorn in the Austrian Alps. Her companions were frozen to death in the blizzard at an altitude of 10,000 feet. Fraulein Lucker says that the guide, Mayerhofer, died first. She wrapped herself in her cloak and burrowed into the snow, and this saved her life. She lost consciousness, and when she came to herself in bright sunshine she was surrounded by four bodies with staring

perhaps, also add some details with re- gard to this loan as apparently there is desire on the part of some members of the public to know something of these details. The actual amount outstanding at present is a sum of £1,000,000 A part of the money borrowed has been paid back. The outstanding amount is repay; able-the bulk of it in about a year and

half's time and the rest in about four and a half year's time. But at any time

the Government of Hongkong can repay the whole by giving one month's notice to the lenders. The money was horrowed at 5 per cent. The interest obtained from persons to whom the money has een lent by the Government is 8 per cent, with an increase of per cent. every six months. Having regard to the usual mortgage rates and to the general degree of risk, or absence of risk as the case may be, in respect of money leat by the Government out of, this load. I do not think that 8 per cent, is an co- reasonable interest.

The COLONIAL SECRETARY seconded and the Bill was read a third time and passed TRÅDE LOAN ORDINANCE. The ATTORNEY-GENERAL moved the first.

The amount which is at present on loan reading of Bill intituled Az Ordinance by the Government is a sum of about to charge a certain loan-upon-the-general- fourteen and a half million dollars. revenue and assets of the Colony of Hong: Fifteen and a half millions were lent but over a million-dollars has been repaid.

He said: Preambles to Ordinances have it will be seen from the preamble that gone out of fashion but even new further borrowing by the Government preamble is occasionally added to an Ordinance in order that the reason for under this Ordinance is looked upon is the Ordinance may always be on record possible, but as a matter of fact it is with the Ordinance where it can casily be not anticipated that any further money referred to. I do not think it is neces will be borrowed by the Government. It sary to add very much to the preamble is merely included in the preamble as a
