An effort has been made, in Great! Britain to make insurance against third party risks compulsory.

It is generally believed that something will be done. The great complaint at prosent is that many accidents are caused by owners of small cars and motor-cycles and that these people are not covered by insurance.

It is the experience of many an injured party that these uninsured persons are usually in such poor financial circum stances that it is useless, to sue them. They have no assets.

It has been suggested, therefore, that an insurance fee should be included in

the cost of a licence for a motor vehicle That is, of courie; State insurance.

No doubt the insurance companies would object to that particular method although they have ao statistics to guide them as to what fee they could make if called upon to join in the scheme. The idea of State trading is not popular in Great Britain and the probability is that public opinion would be in favour of the insurance companies doing this work.

OFF TO CANTON. These cars appear to be owned by the drivers, or maybe, by the driver's "friend" and there is no doubt that the chauffeurs curs de take considerable risks. In the event of a bad smash, due to carelessness; the driver bolts off to Canton or otherwise disappears-The injured party has no redress. Compul- sory insurance, would provide some com- pensation.

A great point is often made that no local driver will endanger his right to have a licence.

Alas! the Chinese chauffeur is either too thoughtless, too self-confident or too much of a gambler to remember that when he is taking a risk-

Gradually the police, the public and the insurance companies are accumulati ing data and experience.

It has been suggested that the insur ance companies do not charge high enough premiums as it is. It has been argued also that when a man is fully covered by insurance he becomes care

That surely is a fallacy. Even if there is insurance that does not cover criminal negligence.

The man to watch is the Chinese chauf. feur in the controlled areas. All good motorists should report at opee any speeding or other risky work.

We want to encourage everyone to obtain the full beneât of the beautiful scenery of Hongkong, and there is only one way of doing it.

You must have some form of mechanic. ally propelled vehicle. If you cannot afford a car, then be content with a motor-cycle.

THE NOISY EXHAUST.. It is good news to learn that motor. cycle traders and manufacturers have changed their views during the last few years on the problem of noisy exhausts. They now appreciate the fact that the popular cycle of the future. will be ono that is as silent as a car.
