Such breaches of the Reorganisation Loan Agreement of 1913 are made the subject of protest by the Legations concerned, who keep a close watch on the situation, rise to any-fear-that the foreign loans secured on the salt revenue are in danger of default, or that the administration is about to disappear. There is, therefore, no reason to withdraw from the Tariff Conference on these grounds.
