tourists in France by the widely known publicist Maurice de Waleffe. All who are interested in knowing exactly what the French people think about the invo- sion of foreigners when the frane is worth less than three and one-half cents may be edified by his plain, blant lan- guage, free from hypocrisy,

Certainly not the American and British invader. The latter only went home to change his clothes. He was known in khaki. The patience of Parisians is exhausted, says WaleЛle and they are now revolting against this "invasion of devouring locasts." CONFISCATION OF BOOKS.

AUTHOR'S PROTEST AGAINST UNWARRANTED ATTITUDE OF MACAO AUTHORITIES,

COMES TO HONGKONG TO VINDICATE HIMSELF.

PROTEST TO GO TO LISBON.

Before the article in qubation was pub lished, already several hundreds of copies

1926

The confiscation by the Macao Govern- naturally calls forth yells and paroxysu ment of some Ave hundred copies of thaj from the patients writhing under the second edition of Historic Macao: salutary operation. International Traits in China Old and Now," written by Mr. C. A. Montalto tle Jesus (Fellow of the Geographical | of Historic Macau had been sent over to Society of Lisbon and author of "His Hongkong; and rumours were afloat at Macao as to the possibility of the book torio Shanghai," etc.) has caused a sensation both in the Portuguese Colony being confiscated as "anti-patriotic." To the competent authorities it was duly and in Hongkong,

pointed out by me that, before 'adopting | any such arbitrary proceeding, it would bd well to prosecute me if I were deemed to be answerable for any breach of tho law or of my civio duty. It was also pointed out that by the Constitution of Portugal I had a perfect right to the liberty of thought and utterance, the more so since my candid statements of facts only aimed at safeguarding the truc interests of the ever-victimised colony. Nay, some of the statements objected to were reproduced from the work of a straight-forward governor of Macao, pubi lished at Lisbon some years ago, urging measures of reform.

The book contains somo fearless criticism of systems obtaining in the administration of Macao, and the Macao Government resenting it, ordered the confiscation of the copies in that Colony. On the afternoon of the 18th, police raided the printing office where the books were stored, and also the author's house and saveral other private residences, con- fiscating the books without any warrant. In his book, Mr. Montalto de Jeans urged that Macao should be placed un- der international control, preferably un der the auspices of the League of Nations. He further accused the Lisbon. Governmert of neglect and misrule of the Colony. He further stated, that the people of Macao were despoiled oven of subordinate official positions, which were usually assigned to proteges sent out from Portugal "to eke out a living at the poor Colony's expense."

Nevertheless, on the afternoon of the 18th instant, a police squad raided the printing office where the books were stored, and my house as well as several other private residences, confiscating altò-| gether some five hundred copies of the work, and without producing any warrant to that effect, the order given to the police being kept secret, manifestly be cause it was not judicial.

TO VINDICATE HIMSELF1 Mr. Montalto de Jesus, who has come to Hongkong, told a Daily Press repre-

Of course, against such arbitrary pro- sentative yesterday that he had come here ceedings a local protest would be quite because he felt that in this Colony, unavailing. Moreover, I had ample rea- through the medium of the Press and by son to foresee 'further violence and, un- other means, he would have the op- lawful procedure, so that I deemed it portunity of vindicating himself freely wise to avoid further outrago by seeking and fairly. He told our representative that the work "Historic Macao" is admittedly the only historical record of the oldest foreign establishment in China, and record necessary for any 'nation to have. The compilation of the book has been to him, he stated, à labour of love, which has cost him almost a lifetime of devo- tion to accomplies without the least help or recognition on the part of the Portuguess Government, as is usually ever since the greatest of Portuguese bards wrote his immortal epic at Macao, as an exile, only to be recalled on a false charge sad left to die at Lisbon in utter destitution after undergoing untold ordeals. No other Portuguese Colony has had its history written so thoroughly, Mr. de Jesus

the casa

observed.

PROTEST TO LISBON. Mr. de Jesus intends to forward A protest to Lisbon regarding what he terms the unwarranted seizure of the books, which he declares is an infringe ment of Portugal's laws., Ponting the protest to the Lizbon Government being received, he takes the opportunity to voice his public protest of the action of the Macao authorities through the medium of the local Press.

Pending due protest to the Lisbon Government, I now hereby solemnly pro- test against the unwarrantable attitude of the Macao authorities, whom I hold responsible for the serious, consequences thereby entailed on me as well as for the still graver issues on the 'colony's pres- tige arising from this necessary, protest publicly made in self-defence against the outrageous procedure, as well as the calumnious imputations so unjustifiably loveiled at me in a Macas paper after the confiscation. There is already amplo evidence to show that at the bottom of the scandal lies the pressure of that very bumptious and grafty clique and of wire- acres reforced to in the confiscated work

a most dangerous factor in the colony's ruinous exploitation,

On the other hand I have already been complimented by some citizens of Macao as the only man who had the courage to tell the plain truth; and others even foresco that eventually this uncalled for persecution will rebound to my credit.
