Revd W. Steedman should be appointed to the Office of Colonial Chaplain for the Island of Hong Kong, in the event that appointment becoming vacant by the resignation of the Rev. Mr. Stanton. Mr. Stanton having recently tendered to me his resignation of that appointment, I have submitted Mr. Steedman's name to the Queen for appointment to the Office; and I now transmit to you a Warrant under the Royal Sign Manual, authorising you to cause Letters Patent to be passed under the Public Seal, dated 31st of January 1852.
