It was constantly being impressed upon us that a fatal blow at what was figura

The stomach was no less important an organ of the body than the heart. The forces capable of giving defence to that organ were still of the type that navigated on or in the water, for the simple reason that in the present state of knowledgassuch vessels alone were capable of operating in those areas and in the manner in which protes tion could be given. Whatever be the size of the ship potential enemies built, we must possess weapons which could disable them; and, so far as all the evidence we possessed went to show, the only effective weapons were ships mount- ing artillery which could deliver at least as great a volume of fire as their oppon- ents.
