THE PERSONAL FACTOR IN ACCIDENTS.

WHY CERTAIN PEOPLE ARE MORE LIABLE.

BY THE TIMES" MEDICAL CORRESPONDENT. }

Recent studies of accidents bave led to the view that there are certain persons who are more prone to disaster than others. These people suffer a larger number of casualties than their neigh- bours and are attended, throughout life, by mishaps of various kinds.

The test contribution to this study. which is published recently, is a report of the Industrial Fatigue Research Board on "The Human Factor in the Causa tion of Accidents." It is written by E. M. Newbold, B.A.. and is of a highly technical character.

SMALL INVESTORS' WEALTH."

£1,730,000,000.

Figures regarding the capital owned by small investors were given by Mr. Walter Runciman, Liberal M. P. for Swansea and a former Financial Secre tary to the Treasury, in an address to the United Kingdom Provident Institu tion in London.

Leaving out of account small houses owned and already paid off, as well as the small investments in banks, railway companies, and other joint-steek con- cerna, he said the summary of the intest Sgures was:-

285,000,000 Post Office Savings Bank.. Trustee savings banks

*****....... 3.000,000 National Savings Certificates,

(small investors) 223,000,000 Sinal Government holdings...199,000,000 Share of Ordinary life assar-

ance funds...... Industrial life, assuranes

....3·10,000,00

130,000,000 140,000,000

Grand total. ..... £1,730,000,000

In bia comment Mr. Runciman said:➡ These are remarkable figures, and although they are not sufficient to justify anyone in stating that poverty is a thing of the past they go to pravo that there is a much wider distribution of wealth now than at any time in the history of this country, and that capitalists, so far from being restrict- ed to a small circlo, now include an ever-increasing number of millions of our people.

Indeed, only a minority of the adult population very substantial mino- rity, but still a minofits-are not to u greater or smaller extent capitalists.

The wiping out of private property, if such a thing were possible, would i mean such a revolution in the status and rights of thu 15,000,000 or 16,000,000 capitalists included in our population that, apart from the in- direct effects of transforming our system of property, it would obliterate the tangible assets of thrift in three households out of four in Great

-Britain. The main conclu-

sion, however, is simple enough: that the observed distribution of accidents among the populations studied is, in every case. very different from what would be ex- pected either on the theory of chance in- cidence or on the theory that liability is affected by the fact that a previous acei dent has been incurred.'

It is interesting to note that youth is one of the factors making for special liability to accidents, and sa also is ill-health. As the report states: "The people who | have the most accidents are, on the whole, those who pay most visits to the am- balance room for minor sicknesses."
