Any suggestions that may appear to be necessary, as a matter may relate to this Colony.. I beg most respectfully to state, that as this Office is under the immediate control of The London Department, and as all its arrangements and duties are carried out in strict accordance with the Instructions furnished for my guidance, which can be revised at any time, should such measure be deemed expedient, I am humbly of opinion that the spirit of the Postmaster General's Letter to the Lords of the Treasury does not apply to this Colony.
