HONGKONG GENERAL CHAMBER OF COMMERCE. EXTRACTS FROM THE ANNUAL REPORT.
The following extracts are made from an advance proof of the Chamber of Commerce asqual report, which is being issued to members to-day:- SINGAPORE HARBOUR CHARGES, When the local political situation first became acute had a general strike in Hongkong was apprehended. Shipping Companies decided not to call at Hong kong lest their crews should be subjected to utimilation and leave the vessels, thus, tying up shipping in Hongkong. happened in the Seamen's Strike in 19s Consequently, much cargo destined for Hangkong was temporarily discharged at Singapore, this being dene under clause in the Bill of Lading of which the following is a typical example:--
"If the loading, carriage, discharge or delivery is impeded or if the master reasonably anticipates that the same is or threatens to he impeded at any time during the transit by imminence or outbreak of ..... lockouts, strikes

may abandon or suspend the voyage, and/or at the risk and expense of the owners of the goods front the time of discharge from the ship, tranship or pit into, bulk lighter or craft, or land and store, or otherwise dlapose of the cargo, or any part thereof, and the same may at the like expense and risk, be reshipped or forwarded by the same or other vessel...
The Shipping Companies made no charge for Freight when the cargo came lorraine) but passed on to consignees thi charges levied by the Singapor Harbour Board for storage, rsilag. and transhipment. These charges, which averaged 26.30 per ton, were considered by consignees to be unduly high and the Chamber was asked
Cardew and Ryder, the eminent authority. on telephone installations, arrived in the SOUTH Colony in December, 1025, to study and advise on the present system and has since made a report on the undertaking. which is now under consideration" by the Government and the Directors of the Company.

I was announced as the Annual Meet- ing of the Shanghai British Chamber on March 26th that the Committee had de cided to abandon the policy of non-regis tration under the new Chiness Trade Mark Law. A confidential explanation wh given of the reasons for this decision and copy forwarded to this Chamber, which, fa a letter of acknowledgment, paid a tribute to the able and streanous efforts of the Shanghai Chamber in regard to the Trade Mark question. It was keenly regretted that these efforts had been so inadequately supported by the Diplomatic Body and had indeed, judg in from the latest pronouncement on the subject, by the Chinese Authorities, been completely frustrated. Correspon- dence has since taken place with regard to safeguards of foreign interests which should be sought under the Chinese Trade Mark Law,

The Chamber accordingly enlisted the valued assistance of the Singapore
Chaniker of Commerce and E Bad, after some correspondence and 13. vestigation of the charges levied in the! two Harbours for smiliar services. the Chamber way informed, on February 6th, 1096, that the Singapore Harbour Board was remitting some $18.000 or 819,000 to the parties concerned in the matter. having decided that all the earge handled in this connection should be treated un der the Board's Transhipment Tariff. non-compliance with the condition re lating to Bill of Lading being waived. CUSTOMS TARIFF CONFERENCE.
In October, 1925, the Customs Tarif Conference assembled in Peking. This Conference, is, of course, the outcome of the Washington Treaty of 1922, the pre- visions of which, in this regard, are con- veniently set forth in the speech by Senator Underwood at the Washington! Conference, as follows:-
"Immediate steps would be taken fur a special Conference representing China! and the Powers, charged with the duty of preparing the way for the sprody abolition of likin, and the bringing into effect of the surtaxes provided for in the treaties between China and Great Britain" of 1902, and. between China and the United States and Japan of 1903.

The Special Conference would like wise put into effect a surtax of 1 per tent. ad valorem, which would secure additional revenue amounting to ap proximately 827,000,000 silver, and a special surtax on luxuries, not exceeding 3 per cent. ad valorem, which would provide a still further revenue amount- ing to 82,167,000 silver. The additional revenue from Customs duties provided in the present agreement would fall into" four categories, as follows:-
(1) Increase to 5 per cent. effective
$17,000,000 silver..
(2) Sartar of 21 per cent. 827,000,000
silver.
(2) Surtax not exceeding 5 per ce
on luxuries. 82,167,000 silver. (4) Total additional revenue,

$45.107,000 silver.
With the completion of the work of the Special Conference, carrying into effect the abolition of likin and the ap plication of the surtaxes provided in the treaties with Great Britain, Japan, and provided should amount to $156,000,000) | the United States, the additional revenue silver.
The Association of British Chambers of Commerce in, China and Hongkong. was asked to appoint a technical adviser to the British Delegation, and Mr. A. Brooke. Smith kindly consented' to un- dertake this onerous duty, Mr. E. M. Gull, Secretary of the Associated Cham- bers and of the Shanghai British Cham- ber, being seconded to accompany him. This Chamber prepared an exhaustive. memorandum for the use of the Asso- ciated Chambers of Commerce represen tative, in which various aspects of Tariff Revision, as they affected Hongkong, were discussed. The advantage of a direct liaison between Chambers of Coin- merce and the Conference has been abundantis demonstrated, and for the first time in the history of Tariff Revision in "China Chambers of Commerce have been able to watch the progress of | negotiations closely stage by stage. TELEPHONE QUESTION.
The negotiations for transferring the telephone undertaking to a local com paný, summarised in the last issue of the Annual Report (Page 64), were duly completed and the new telephone ordi- nance, No. of 1928, was gazetted on June 26th, 1928, The new company was formed on July 1st, but, owing to the difficult political situation which arose at that time, the issue of shares to the public was delayed until December 15th, and allotment has since been made.
